蒋忠远:数字经济时代推进传统医药数字化、国际化

在新冠肺炎疫情席卷全球的背景下,数字经济成为保持经济活力、保障产业链供应链畅通的关键经济形态。近年来,中国积极推进数字产业化、产业数字化,推动数字技术同经济社会发展深度融合,数字经济发展迅猛。

在行业知识数字化的加持下,行业生产力要素正迈向全联接、泛智能、广自治、众协同的网络化形态,其中具共性、可复用、能分享、有累进的智能生产装备和智能生产服务,正向行业供给侧平台体系进行数字化汇聚,形成富含知识并在使用中不断迭代演进的智能化行业的新型基础设施,成为行业整体生产力提升的核心驱动力量。

近年来,全球服务贸易的增长速度超过了货物贸易,服务在商品制造业创造附加值方面也变得更加重要。这一趋势将继续成为后疫情时代全球贸易增长的重要推动因素。

2020年新冠肺炎疫情的暴发和蔓延,进一步促进了全球数字贸易的加速发展。数字贸易有望加速国内国际双循环相互促进的新发展格局构建。疫情防控期间,科技服务平台与知识型服务行业表现出了巨大韧性,呈现蓬勃发展态势,数字技术对服务贸易、零售、医疗保健和教育等服务行业产生了巨大影响。

习近平主席在本届服贸会全球服务贸易峰会上致辞时指出,中国将提高开放水平,同世界共享中国技术发展成果,加强服务领域规则建设,支持北京等地开展国际高水平自由贸易协定规则对接先行先试,打造数字贸易示范区。这些重要举措,既直指当下,又引领未来。中国的对外开放之路,既要重视商品、服务等要素流动型开放,又要拓展规则、标准等制度型开放。

在我们所探讨的卫生健康领域,需要政、产、研、学一起探索更高质量、更强时效的数字化供给方式,需要跨行业、跨技术、跨要件之间的全球化协同合作。

全球地缘政治和技术环境不断变化,正在重塑全球数字贸易的发展方式。数字化将成为中国企业在全球贸易中的核心竞争力。中国科技企业应发挥创新实践优势,促进全球贸易的绿色可持续发展。

世界贸易组织成员当前尚未在全球数字贸易规则方面达成一致,中国企业也应在贸易规则、产业规范、技术标准、知识产权保护等方面发挥重要支撑与引领作用,促进商品和服务的自由流动。

以中医药为代表的传统医药在疫情防控中展现出独特优势和巨大作用。在数字经济时代推进传统医药现代化、数字化、标准化、国际化,迫切需要制定传统医药的国际化标准体系,利用先进的生物与信息技术,推动传统医药全产业链快速实现高质量可持续发展。

新冠肺炎疫情是第二次世界大战结束以来最严重的全球公共卫生突发事件,给人类生命安全和身体健康带来巨大威胁。全球卫生健康科技产业界需要充分利用数字可信科技、大数据、人工智能等新技术,构建数字化、标准化的技术标准与服务规范,积极借助数字化平台拓展内外部产业链及供应链。后疫情时代,生物科技和数字技术应该在维护地区和世界公共卫生安全、稳定世界经济中做出更大贡献。

 

In the context of COVID-19 pandemic, the digital economy has become a key way of maintaining economic vitality and ensuring the smooth flow of supply chains in the industrial chain. In recent years, China has been actively promoting digital industrialization and industrial digitization, encouraging the profound integration of digital technology with economic and social development, and rapidly developing the digital economy.

Benefited from the digitalization of industrial information, the productivity factors of industries are moving towards a network of connectivity, pan-intelligence, wide autonomy and mass collaboration. The common, reusable, shareable and progressive intelligent production equipment and services are digitally converging to the industrial supply-side platform system, forming a new infrastructure of intelligent industries that is rich in knowledge and constantly evolving in use, and has become the core driving force for the overall improvement of productivity of the industry.

The new industrial infrastructure allows information servitization of industries to break the boundary between enterprises, to realize its industry-level industrialized production, accumulation, flow, exchange and sharing, and to promote industries to a new mode of production, operation and business and supply upgrade.

For the new digital economy that forms the new structure of new value supply and value sharing, consensus within an industry, reference framework, standard specification, open source code, industrial policies and other public goods become the essential elements that shape the market.

In recent years, global trade in services has grown faster than trade in goods, and services have become more important in creating value added to manufacturing. This trend will continue to be an important driver of global trade growth in the post-pandemic era.

The outbreak and the spread of the COVID-19 pandemic in 2020 has further contributed to the development of global digital trade. Digital trade is expected to expedite the new developmental framework of the mutual encouragement between the dual circulation at home and abroad . During the period of pandemic  prevention and control, technology service platforms and knowledge-based service industries have shown great resilience and great potential for flourishing, while digital technology has had a huge impact on service industries such as service trade, retail, healthcare and education.

In the health sector, there is a need to together explore higher quality and more time-efficient digital supply methods and to cooperate globally across industries, technologies, and elements.

The changing global geopolitical and technological environment is reshaping the way global digital trade is developed. Digitization will become the core competence of Chinese companies in global trade. Chinese technology companies should take advantage of innovative practices to promote green and sustainable development of global trade.

The members of the World Trade Organization have not yet reached an agreement on the rules for global digital trade. Chinese enterprises should play an important supporting and leading role in formulating trade rules, industrial norms, technical standards, and intellectual property protection to promote the free flow of goods and services.

Represented by Chinese pharmaceutical industry, the traditional medicine has shown unique advantages and played important roles in COVID-19 prevention and control. To promote the modernization and internationalization of traditional medicine in the era of digital economy, there is an urgent need to develop a system of international standard for traditional medicine and to use advanced biological and information technology to promote the rapid and sustainable development of the whole industrial chain of traditional medicine.

COVID-19 is the most serious global public health emergency since the end of the Second World War, posing a great threat to human safety and physical health. The global health technology industry needs to make full use of new technologies such as big data and artificial intelligence to standardize and actively expand the internal and external industry chain and supply chain with the help of digital platforms. In the post-pandemic era, biotechnology and digital technology should make greater contributions to regional and global public health security and the stabilization of the world economy.
