In the world today, multipolarity and economic globalization have become trends of the times. The wheels of history roll on. We have entered a great era of development, transformation and adjustment.
In his report to the 19th CPC National Congress, CPC General Secretary Xi Jinping pointed out that “changes in the global governance system and the international order are speeding up; countries are becoming increasingly interconnected and interdependent; relative international forces are becoming more balanced; and peace and development remain irreversible trends.”
At the same time, mankind is faced with common challenges in modern times. To tackle unconventional security threats, such as sluggish global growth, unbalanced development, deglobalization and terrorism, China follows the principle of achieving shared growth through discussion and collaboration in engaging in global governance. China will continue to play its part as a major and responsible country, take an active part in reforming and developing the global governance system and continue to contribute Chinese wisdom and strength to global governance.
‘Inclusive Globalization’
At present, the world is facing growing uncertainties. In modern society, great changes have taken place in the industrial chain in international trade. The resulting international division of labor and adjustment lead to trade being unable to fully correspond to the distribution of the profit from global industrial division and economic division, while the idea of “pursuing surplus” in traditional trade is no longer in line with the fundamental interests of most countries, nor does it adapt to the development of the new economy in the era of globalization. In the era of the global value chain, value creation is only possible when trade barriers between countries with different divisions of labor are dismantled to realize benefits, which are then to be distributed equitably among countries and people according to fair and reasonable international rules. This line of thinking will promote “inclusive globalization”.
China would like a fair and stable global governance system. Backlash against economic globalization cannot constructively solve the setbacks that globalization has encountered. It’s only when all the countries around the world jointly forge “a dynamic growth model, an open and win-win cooperation model, a fair and equitable governance model, a balanced, equitable and inclusive development model” and overcome the narrowmindedness of populism that we can solve the problem of structural inequality in the global system.
Having learned the experiences and lessons of globalization of the last stage, China has been increasingly active in the construction and reform of international rules, advocating open and inclusive economic globalization and pushing for a new type of international relations. China has become a major player in the next stage of globalization. It will also play a more important part in establishing a new order of global governance.
The Chinese Dream is closely associated with the dream of all other people in the world. The realization of the Chinese Dream is not possible without a peaceful international environment and a stable international order. In his report to the Party National Congress, Xi Jinping pointed out that “China will continue its efforts to safeguard world peace, contribute to global development and uphold international order,” and “China will continue to play its part as a major and responsible country, take an active part in reforming and developing the global governance system, and keep contributing Chinese wisdom and strength to global governance.”
Building a Community of a Shared Future for Mankind
Xi Jinping also suggested in the report that China will “follow a path of peaceful development and work to build a community with a shared future for mankind”. This “Chinese wisdom” of globalization can be a reference for the international community to enter a new realm of openingup, development and win-win cooperation.
First, China will continue with reform and opening-up and share with more people the benefits of globalization. It will continue to follow international rules and participate in or lead the formulation of new rules. It will push forward globalization and provide human, financial and intellectual support for the global governance system. In this process of new globalization and global governance order, China can provide “Chinese wisdom” for global framework cooperation.
Second, China can promote cooperation among developing countries with development initiatives such as the Belt and Road and with mechanisms such as BRICS. It will strengthen South-South Cooperation and safeguard the interests of developing countries, including China, on the platform of global governance by putting forward various global solutions favorable for developing countries and in the interest of impartiality and sustainability.
Third, China will seize the opportunities of regional development and thirdparty cooperation to promote cooperation with the United Sates and cooperation among Western developed countries, BRICS and others. China will create and find opportunities for new cooperation areas and new cooperation fields, and enable more countries to share the benefits of common development.
Last but not least, with regard to the key issues related to global governance improvement, such as trade, investment liberalization, IPR and climate change, China will increase its input in practice and solutions. China will actively explore reform in some key fields to forge “Chinese standards” for the world, and try to gain the support of more countries to add to the positive energy and cohesiveness of the new globalization process.
The community of a shared future for mankind that Xi Jinping has emphasized on many occasions refers to a new realm of human society of common interest and common security. It is a new global platform for “Chinese wisdom”, “Chinese solution” and the “Chinese path” to play their parts. The Chinese solution is to build a community of a shared future for mankind for win-win cooperation and sharing, so that differences and conflicts are resolved with peaceful negotiations and consultations according to the principle of sovereignty and equality among states, a legacy of international relations. Also, the Chinese solution advocates that all countries in the world should jointly formulate international rules and make decisions in international affairs with equitable application of the principles of international law.
