[CGTN] Reversing the Brain Drain
2017年3月14日Education Minister Chen Baosheng briefs media on educational infrastructure reforms, improving quality. Chen said China will continue to support the rural teachers, offering more training opportunities for principal and rural schools. For increasing numbers of Chinese students returning from overseas, the Country will provide more favorable conditions.
China’s education system faces challenges from home and outside classroom and its education reformation has focus on fostering innovation and entrepreneurship, they include: relaxing the central control of curriculum, training the teachers, reducing students’ academic loads, broadening college admission criteria beyond simply test result. But to end the brain drain, China needs to do more, especially to booster inclusive education for more children and elders at home.
The China 24 Studio invited Dr. Wang Huiyao, the president of the Center for China and Globalization (CCG), discussed the above issues. Concerning about recruiting Talents around global, Mr. Wang said China need to make easier access for more returnees to come back and provide more job opportunities for foreign scholars.
When it comes to challenges foreigner scholars faces, Wang states out the followings: not enough job opportunities, especially the younger scholars and graduates backing China for jobs; the Visa and green card issues for the senior experts, and finally the administrative complexities, when they come back they had to spend lots of their time to Non researching or teaching activities.
For attracting top scientists backing to China , Dr. Wang points out the first advantage is better platform for global talents to coming back to play their role in the Chinese education system, for example better capital, better equipment, better opportunities in the China’s Universities now; second is China take reforms on the green card system, for the senior experts want come back, they can apply Chinese green card even though they have foreign ID; for the third there will be more opportunities for international cooperation.
