Constitutional amendment will guarantee the supervision of governments and guard against corruptionOn March 11, the National People’s Congress of China passed a new constitutional amendment to establish a National Supervision Commission.The supervisory commissions that were added to the Constitution are among the highlights of the amendment. Conferring constitutional status upon the supervisory commissions demonstrates the country’s strong emphasis on the supervision of power. Since the commissions are incorporated into the legal system, they are now an integral and essential part of State governance, which can adapt China’s politics to its overall development.The past 40 years have witnessed the rapid development of China’s economy into the second-largest in the world. However, many new issues have also arisen, such as officials’ corruption and masses’ complaints in society. How to solve this dilemma has become more and more a challenge for the Communist Party of China. Despite the huge wealth generated by the economy, many cases of corruption have occurred due to the lack of supervision of public power - that is, supervision of legislative, administrative and judicial power.Corruption is detrimental to the market and the economy, undermining the effective governance of the Communist Party of China and affecting the welfare of the people. With the establishment of the supervisory commissions, constraints will be placed on the exercise of judicial, administrative and legislative power. The aim is to eliminate corruption and build clean and highly efficient governments in China.Establishing the supervisory commissions is a new strategic measure for the CPC’s future self-supervision. It shows the CPC’s determination to self-supervise and self-purify.This year marks the 40th anniversary of the reform and opening-up policy, which has also become a key term in the new amendment. The words "reform" and "open" are highlighted. "Reform" is mentioned twice, while "open" is added to the "win-win strategy of opening-up" that underlies China’ s foreign relations. These changes embody the Chinese government’s recognition of the importance of the reform and opening-up policy and its determination to reform and open up further.The amendment to China’s Constitution also involves some other coordinated articles, including the Belt and Road Initiative, making it a long-term development. Writing it into the Constitution provides a path for China’s future development.The amendment to China’s Constitution mentions "a community of shared future for mankind". By putting mankind’s future into its Constitution, China shows it wants to share the benefits of developing China with the whole world. It shows China’s global perspective and demonstrates that it will take responsibility for global development.All in all, the amendment to China’s Constitution is designed to maintain prolonged stability. It is widely hoped that this amendment could be improved and perfected in practice. 【Global Times】Cabinet reshuffle: some new, some gone, some merged

Photo: APChina unveiled a plan to restructure the government with a major cabinet reshuffle aimed at making the administration more efficient and service-oriented.The ministerial reform plan was submitted Tuesday to the ongoing first session of the 13th National People’s Congress for deliberations.The plan will see some ministries merge, others restructure, new ones created and a few dissolved. Once the plan is implemented China’s central government will have 26 ministries and commissions.There will also be new administrations including the immigration administration, an international development cooperation agency, and a banking and insurance regulatory commission.Compared with the current setup, the number of ministerial-level entities will be reduced by eight and that of vice-ministerial-level entities by seven.The reform, focusing on institutional restructuring in key areas, will strengthen the government’s functions on economic management, market supervision, social management, public service, and ecological and environmental protection, said State Councilor Wang Yong, reported the Xinhua News Agency."It focuses on the needs of development and meets the people’s expectations," Wang said.He said the cabinet reshuffle clears institutional obstacles to make the market play a decisive role in resource allocation. The reshuffle will also help China build a modern economy with high-quality growth.Another main theme of the reform is the strengthening of the leadership of the Party. The reforms will help "combat various efforts to deny, weaken and dilute the Party’s leadership," Ding Xuexiang, a member of the Political Bureau of the CPC Central Committee, wrote in a commentary published in the People’s Daily.In some areas, the weakening of the Party’s leadership still exists, Ding said in the commentary. "This is also restricting the systematic development of the socialist market economy."Beginning 1982, amid its reform and opening-up, China began downsizing the central government about every five years, Xinhua reported.Need for changeThe new ministries that the State Council plans to establish reflect the need for change, experts said.A State immigration administration is to be set up under the Ministry of Public Security to formulate and enforce immigration rules, as the number of foreigners working and living in China has been increasing, raising new requirements on immigration administration and services.""This shows that China is becoming more confident in opening to the international community, and foreigners in China will receive better service," said Wang Huiyao, founder and president of the Center for China and Globalization (CCG), a Beijing-based think tank.The proposed administration will be responsible for formulating and implementing immigration policies including border control, administering visas for foreigners, the management of refugees and nationality, taking the lead in coordinating the administration of foreigners who illegally enter, work or overstay in China, and the repatriation of illegal immigrants, Xinhua reported.The welfare of military personnel will be better protected with the establishment of a new ministry devoted to veterans’ affairs."A well-developed and sophisticated care system for veterans will provide more confidence and conditions to the country when considering the use of military forces overseas," said a military expert and PLA veteran who asked for anonymity."If the government can’t protect and take care of veterans, then the young people’s will to serve in the military will be damaged, and the source of the country’s military strength will weaken," Zhu Lijia, a professor of public management at the Chinese Academy of Governance, told the Global Times on Tuesday.The move aims to protect the legitimate rights and interests of military personnel and their families, improve the service and management system of demobilized military personnel, and make military service an occupation that enjoys public respect, Xinhua reported.A banking and insurance regulatory commission will be formed to replace the China Banking Regulatory Commission and the China Insurance Regulatory Commission. 刘永好委员:民营企业发展进步了,应该对社会做出贡献

钱颖一委员:主动把财政赤字从3%降到2.6%是有超前考虑的
钱颖一,全国政协委员,CCG学术委员会专家,清华大学管理学院院长。 “今年的政府工作报告中,经济结构重大变革和创新驱动发展这两方面很突出。”全国政协委员、全国工商联副主席、清华大学经济管理学院院长、国务院参事钱颖一两会期间表示,人们一般更多关注经济增速问题,而经济界更加关注经济结构问题,因为经济结构更能显示经济增长能否持续。 钱颖一称,报告中用数字显示了三个显著变化。一是消费贡献率从54.9%提高到58.8%。钱颖一认为,这个变化对应的是过去投资率过高,导致投资效率下降。消费贡献率显著上升,是经济结构调整的一个积极变化。 二是服务业在三大产业中的比重从41.3%上升到51.6%,超过了一半。当然,也有人认为工业比例不应该下降太多,钱颖一说,不要说跟发达国家百分之七八十的比重对比,即使跟同等发展阶段的国家比较,过去我国服务业40%多占比也是相当低的。“从这个角度讲,这个变化也是积极的。” 三是城镇化率从52.6%提高到58.5%,对于此变化,钱颖一分析称,这个城镇化率不是户籍户口的概念,而是常住人口的概念。经济发展的重要结构之一是城镇化,这个变化目前已经将近60%,也是积极的变化。 钱颖一分析称,从经济学的角度来讲,经济结构5年来的这些变化,为我国未来经济发展奠定了更好的基础。 政府工作报告中提及高铁、网购、移动支付、共享经济“新四大发明”引领世界潮流。对此,钱颖一分析认为,对我国在创新方面的整体评价是:一些领域我们引跑,另一些领域我们并跑,而在更多的领域还在跟跑,在领跑领域这四项很突出。“新四大发明”里除了高铁主要是由政府主导,网购、移动支付、共享经济都是由民营企业推动的。就全国的统计数字来说,民营经济在创新中占比在70%以上。从“新四大发明”这个例子来看,其中1/4是政府主导,3/4是民营经济,是类似的比例。“这是个很有意思的例子,是非常值得关注的事情。”钱颖一对此评价。 钱颖一进一步说,报告中取消M2增长率目标、首次使用“城镇调查失业率”、今年赤字率下调拟按2.6%安排,这三个指标需要进一步来理解。 “政府工作报告里首次没有出现M2增长率作为宏观调控目标,而往年都有,这是很有意思的事情。”钱颖一表示。 他认为,近一两年来M2增速大幅下降,M2增速和GDP增速之间也不再像以前那样有一对一的确定关系,所以现在再以M2增速为宏观调控目标就不合适了。 他解释道,这是由于我国金融产品结构发生了变化,金融产品越来越多元化,而M2所定义的“货币”概念与与GDP之间的关系发生了变化,货币传导机制越来越复杂所导致的。 “政府工作报告中还首次使用了‘城镇调查失业率’。”钱颖一称,以往报告中使用的都是城镇登记失业率,实际上“城镇调查失业率”才是世界通用的口径。当然我国仍然有些不同,我们是城镇调查失业率,不包括农村,只涵盖所有城镇常驻人口,也就是近60%的人口范围。目前预期这个城镇调查失业率数值是5.5%,比登记失业率高1个百分点。钱颖一称,今后应更多关注城镇调查失业率,也方便跟其他国家进行比较。 此外,政府工作报告中称,今年赤字率拟按2.6%安排,比去年预算低0.4个百分点。“这个数据也值得关注。”钱颖一分析称,国际上通常认为政府赤字不要超过3%,超过之后财政风险就将加大。扩大赤字,是为了用财政政策刺激经济增长。而今年财政赤字安排在GDP的2.6%,而不是3%,这个变化也有道理。 其中原因,钱颖一解释称,财政政策应该是逆经济周期的,即当经济增长较疲软时要更加积极,就是赤字更多一些;当经济较有力时,财政政策力度就要减小。 钱颖一认为,财政赤字安排在2.6%表现了这种逆周期操作。在当前国内经济环境之下,才能为宏观调控政策留下更多空间。上一次金融危机以来,各国政府采取的都是宽松的货币政策和积极的财政政策。虽然世界经济去年表现不错,但问题是各国的政策空间都比较小了。2017年我国的经济增长率6.9%,高于2016年的6.7%。现在主动把财政赤字从3%降到2.6%,钱颖一认为这一调整是有超前考虑的。文章选自新浪网,2018年3月11日

刘永好委员:首提“绿领”概念 预言新型职业农民将过亿
理事简介刘永好,全国政协委员,CCG资深副主席,新希望集团董事长。 中新网3月12日电 3月11日,新希望集团董事长刘永好做客人民日报“大咖有话”直播间,与著名媒体人曹景行热议“三农”话题。在谈及乡村振兴人才培养时,首次提出了“绿领”阶层这一概念,并大胆预言,这类“年富力强、高知高能”的新型农民群体人数将很快超过一亿,而且会从中诞生“新一代的刘永好”。 在就乡村振兴的话题进行讨论时,刘永好认为,中国改革开放40年取得了辉煌的成果,城市与乡村面貌都发生了翻天覆地的变化,但相对于城市的高速发展,农村的建设和发展还有相当的不足。国家提出实施乡村振兴战略,并明确实施乡村振兴战略的目标任务:到2020年,乡村振兴制度框架和政策体系基本形成;到2035年,农业农村现代化基本实现;到2050年,乡村全面振兴。刘永好认为,这些目标与任务的达成,需要政策方针的指引,需要资金与技术的支持,更需要有一大批有知识、有技术的农技员、新农民,扎根农村、深耕现代农业。 但他在调研中注意到一类情况,有的农村,年轻人进城了,留守的中老年人成为劳动的主力,但现代农业要靠科技、靠技术,农业电商、物联网也已经兴起了,显然中老年人压力很大,他们不能完全胜任这样的工作。“另一方面,农业大专院校的专业学生,很多跑到城里工作了,转行了,这是国家很大的损失。” 刘永好进一步分析后建议,现在国家提出农业现代化,应该想尽办法,以政策、以福利将农业专业学生留下来,同时通过政策帮扶和企业参与,培养一批家庭农场主、农技人员,电商从业人员,培育出一个既年富力强、又高知高能、热爱农业的新型职业农民群体。 “我认为他们从事绿色的产业,所以说我就想给他们冠一个名。”刘永好举例对比称,城里面有金领,有蓝领,白领,“谁都知道这个名字对应什么人群”,而从事现代农业、绿色产业的这些新型农民,可以叫做“绿领”。 特别是现在有一些到城里务工的农民,他们视野逐渐开阔,有了一些经验技能,也积累了一些创业资金,开始回到农村创业兴办农场、从事农村电商,这是“绿领”最重要的成员。 但这类新型职业农民,有了很好的创业方向,却没有正规学过现代农业。刘永好提出一项“绿领”培养计划,准备用五年时间,发动一批涉农企业参与,无偿为农村培育10万个新型农民和农技员。在培训10万人的基础上,还将从中选拔优秀人才进行表彰,规模为5年1万人左右,同时从中发展至少100名创业合伙人,给予资金、技术、渠道等方面的创投扶持。 刘永好不仅对“绿领”这一群体的发展充满信心,还大胆预测,将来只要有政府主导,众多企业和全社会的参与,将有超过总人口百分之十的人成为“绿领”。 那么,在培养的这些年轻人当中,有没有可能出现新一代的农业企业家,新一代的刘永好?关于这个问题,刘永好的回答是:“大有可能,而且必须可能,一定可能!”文章选自上海证券报,2018年3月5日相关链接前方高能!CCG专家已抵达两会现场!智读两会:CCG专家与您“两会有约”

张华荣委员:到2030年,在非洲解决10万人就业
理事简介张华荣,全国政协委员,CCG副主席、华坚集团董事长兼总裁。 今年两会期间,《厉害了,我的国》成为最热点赞语,短短几天内在多场记者会上连获多位部长点赞。 “电影里用了三分钟时间介绍我们企业。”全国政协委员、CCG副主席、华坚集团董事长张华荣在出席全球化智库(CCG)两会沙龙时,对与会记者自豪地说。 影片中有这样一个镜头:在埃塞俄比亚华坚国际鞋城,张华荣带领4000名埃塞员工齐唱中国歌曲《团结就是力量》,并亲切问候了埃方员工。一位名叫“广州”的埃方年轻人说:“能够在这样的工厂工作,我觉得很幸福!” “一带一路”的标杆企业 成立于1996年的华坚集团是全球最大的女鞋生产企业之一,为多个世界知名品牌生产中高档女鞋,目前拥有广东东莞、江西赣州和非洲埃塞俄比亚三大产业群。2011年10月,华坚集团开始对埃塞俄比亚进行投资建设,2012年1月项目正式投产,目前已解决当地6000人就业,已累计出口超过8000万美金,是埃塞俄比亚最大的出口企业,受到当地社会和媒体的广泛好评,被誉为“一带一路”上的标杆企业,也成为中国与埃塞经贸合作的典范。 “中华民族迎来了从站起来、富起来到强起来的伟大飞跃,改革开放以来我国经历了40年的飞速发展,我们有许多成功的经验,可以为‘一带一路’沿线国家的经济发展带来新机遇。”张华荣委员说,作为全国政协委员,响应国家号召“走出去”,把中国优势产业与“一带一路”沿线国家的需求结合起来,既有利于提高企业全球资源的配置能力,也可以促进当地经济发展。华坚集团目前已解决当地6000人就业。-华坚集团供图 参与构建人类命运共同体 据悉,目前埃塞俄比亚正在大力推进以劳动密集型、出口加工型为主的工业企业发展。正在建设中的埃塞华坚轻工业城占地总面积130多公顷,建筑面积160万平方米。未来埃塞华坚轻工业城将以华坚鞋业为主导,引进服装、电子、皮革、箱包等加工企业,促进园区从单一的加工制造向综合园区转变。 埃塞现有人口约1亿,是非洲人口大国,以工业园为依托的工业化正悄然改变这个原本十分落后的非洲国家。埃塞总理海尔马里亚姆多次提到,埃塞俄比亚目前正致力于实现工业发展和经济结构转型,致力于成为非洲的制造业中心。 张华荣说,习总书记在“一带一路”倡议中,提出推动构建人类命运共同体,这让我们对未来发展感到很有方向。要实现中国从站起来、富起来到强起来,中国企业家必须要担当,企业要奠定良好的基础。 谈及下一步的发展,张华荣委员说:“我们计划到2030年在非洲解决10万人就业,同时要实现高效文明的发展,把企业发展和非洲发展联接在一起,推动构建人类命运共同体。” 支持民营企业“走出去” 作为全国政协委员,张华荣说自己这次的提案是关于“一带一路”的。 “我关注到政府工作报告中多次提及‘一带一路’,”张华荣说:“这次习主席到广东代表团也提出来,广东是中国改革开放重要的省份,为中国改革开放做出了贡献,同时肯定了广东对中国经济发展的贡献,并鼓励广东进一步扩大开放,继续为‘一带一路’做出更大贡献。” 张华荣进一步指出:“‘一带一路’不是一件容易的事情,国家有政策,但关键是要落实到行动上。我认为需要在‘一带一路’融资方面给予更大的支持,因为在国外投资,时间长、难度大,尤其在银行贷款时,担保条件与国内银行不同。另外,虽然很多国有企业在‘一带一路’沿线国家开展基础设施建设,但是参与‘一带一路’走出去的企业中,民营企业也是很大的一部分主体。希望在融资贷款等方面,国家政策能够给民营企业更大的空间。同时,希望支持‘一带一路’的政策要保持稳定性和可持续性。”文章选自今日中国,2018年3月12日相关链接CCG专家两会精彩建议分享前方高能!CCG专家已抵达两会现场!智读两会:CCG专家与您“两会有约”

【Global Times】Chinese students, scholars contributors to US and China
Exactly 150 years ago, 120 Chinese teenagers were sent to the US to study on the so-called "Boxer Indemnity Scholarship." Offered by US President Theodore Roosevelt, the program became a landmark in the history of Sino-US people-to-people exchange. Members of China’s first generation of "returnees (haigui)" included Zhan Tianyou, known as the "father of Chinese railways," and Tong Shaoyi, who was elected the first prime minister of the Republic of China in 1912. Together, these returnees helped to shape China’s modern history. 150 years later, however, a recent US congressional hearing singled out Chinese students and scholars as a national security threat, casting a shadow over bilateral relations already beleaguered by trade tensions. In the broader context of a resurgence of the "China threat" sentiment in the US, however, it is high time that we focused on the forest instead of the trees.Let’s have a quick look at the facts. There are 350,755 Chinese students currently enrolled in US universities, accounting for 32.5 percent of the total 1.08 million international students in the US, according to the latest report issued by the Institute of International Education (IIE). On average, a Chinese student is expected to spend around $45,000 annually. Collectively, the contribution to US economy amounts to $17.9 billion each year. The number grows more substantially if sectors such as travel and tourism, retail and other services are included. According to the "Chinese Overseas Students Report (2017)" published by the Center for China and Globalization (CCG), a premier Chinese independent think tank specialized in overseas Chinese studies, Chinese students at US universities contributed $11.43 billion in 2016 to the US economy, representing 34.8 percent of the total overseas students’ consumer capacity. Thousands of Chinese students have chosen to work in the US after graduation as scientists, engineers, doctors, lawyers and professors, providing favorable human resources for R&D, business and finance, innovation and entrepreneurship across the US in places like Silicon Valley and Wall Street. More than 100 scholars at US academies of sciences, engineering, arts, medicine, as well as eight US Nobel Prize laureates, are Chinese Americans. It is also worth mentioning that many Chinese Americans have gone into public service or even run for political office to serve the nation of immigrants. Moreover, some Chinese students later employed by large US multinationals such as Microsoft, GE, Goldman Sachs and McDonald’s are sent to their regional headquarters and subsidiaries in China as senior executives. Those managers, with their American training and sensitivity to China’s conditions and culture, become valuable assets to business communities across the Pacific. From the US’ perspective, the ability to attract talented people from across the globe, especially international students graduating from top US universities, is one of the reasons the nation leads the world in scientific and technological innovation. Chinese students, scholars and professionals are part of the US’ comparative advantage and will continue to be. Statistics from China’s Ministry of Education show that nearly half of all Chinese students studying abroad chose the US as their destination in 2016, a testimony to the strong appeal of America’s world-class universities.China, on the other hand, has also been a beneficiary of the bilateral flows of talent. Since the country ushered in the era of Reform and Opening-up in 1978, a total of 4.58 million Chinese have gone abroad to study and 2.65 million of them returned. These returnees have catalyzed China’s integration with the world and made significant contributions to the nation’s economic development and scientific progress.Labeling Chinese students and scholars as spies harms US national interests in that these unfounded suspicions would only encourage xenophobic sentiments in US society, therefore further alienating the Chinese-American community and deterring Chinese talents from participating in US progress. Driving a wedge between China and the US over talent exchanges would serve no one but anti-immigrant extremists.But we also have faith in the US system’s ample capacity for redressing historical errors. A resolution passed in 2012 apologizing for discriminative laws targeting Chinese immigrants a century earlier is such a case. We hope and believe that the anti-immigrant current will recede and more rational understanding of national interest and national security will prevail in the end.As a researcher of migration and talent acquisition policies, I recommend the following actions to help the two governments resolve these current controversies or prevent similar ones from surging in the future.Firstly, it’s necessary to include the topic of bilateral talent flows in the agenda for high-level communication channels between Beijing and Washington. One of the four pillars of the US-China Comprehensive Dialogue - Social and Cultural Issues Dialogue could be an ideal platform for the two sides to express concerns, exchange perspectives and more importantly, promote goodwill and mutual interest.Secondly, relevant agencies and organizations working in the field of overseas education can develop training programs oriented toward prospective students and scholars so that those who plan on studying and working in the US would have adequate understanding about how US laws and legal systems work, professional ethics and other socially-accepted behaviors.Lastly, as the third-largest destination for foreign students in the world, China should constantly create favorable conditions to woo overseas students and scholars, especially those from the US, the world’s most advanced economy. China needs to enlarge its high-end talent pool to advance its quality-oriented development goals in the "new era" and US-educated intellectuals are poised to make contributions to the "rejuvenation of the Chinese nation."Education-based cross-border migration is an integral part of people-to- people exchanges that have proven to play a positive role in promoting human and economic development across the globe.
