芮效俭，前美国驻华大使，基辛格中美关系研究所创始所长。他认为把战略竞争视作重点是绝对错误的，因为战略竞争总是集中在军事部分。因此，美国必须停止从霸权地位思考问题。

He has suggested that it is wrong to think that the United States’ dominant factor is strategic rivalry because strategic rivalry always focuses on the military component. Therefore, the United States has to stop thinking in terms of dominance.
